Implementing an Electronic Health Record System Implementing Electronic Health Record System Based on HL7 RIM -Reusing the RIM Model Archetypes Nancy Mittal Abstract: It is difficult to exchange healthcare information between different HealthCare Systems. Health Level Seven is a universal standard to facilitate the communication between different HealthCare Systems. Electronic Health Record System is a software platform that store patient health data which maintained by hospital and medical practice. Health Level 7 Reference Information Model was studied to provide the interoperability between different HealthCare Systems. In this paper, we studied about the various version of Health Level Seven standard including HL7 v2.x, HL7 v3.0, HL7 RIM. This paper focused on how the existing structure of HL7 is improved by reusing the HL7 RIM classes such as Act, Role, and Entity etc each are associated with set of attributes. It explains to modify the existing structure of HL7, need to modify the HL7 RIM because HL7 RIM model provide the structure of HL7. This paper also explained the role based queries are performed by the interested stakeholders like pati ents, doctors and hospitals. In this new structural form, role based information is maintained in the centralize database. This research fills the gap between skilled and semi-skilled users and query is performed on role base. Keywords: HL7, RIM, Role, Archetypes 1. Introduction: With the continuous development of health records, maintain and exchange the information in different HealthCare systems has become unavoidable. So, the communication between different hospitals or between different HealthCare system need to improved. Electronic Health Record is a repository of health information in a digital format about an individual patient or population managed by hospitals or medical practice that shared across different HealthCare Systems. It reduces the chances of data replication. More organizations adopt EHR; physicians, nurses and clinicians have greater access to patient information which helps in accurate diagnosis and complete data helps to ensure the best possible care. Electronic Health Record (EHR) system is needed to focus on two requirements: dynamic involvement of different hospitals, patients and HealthCare Systems And the way of maintaining the information. Standard compliant EHR provide facility of communication and to exchange information of patients between different hospitals, doctors, HealthCare systems. Each patient has his own queries respective to their role in the system. The query interface is designed to provide the effective knowledge among different kind of patients, hospitals. Health Level Seven: Heath Level Seven is a standard developing organisation accredited by ANSI (American National Standard Institute) founded in 1987. HL7[1] name refers the top layer of the OSI (Open System Interconnection) layer protocol for the health environment. HL7 specifies a number of various standards health information and also provide communication between different HealthCare System. Standard are the set of rules that allow information to be shared in standardized and reliable manner. HL7 messaging standard: There are two main HL7 messaging standard HL7 v2.x and HL7 v3.0. HL7 v2.x is also called as pipe hat. This standard provides the interoperability specification for health and medical transaction. HL7 v2.x message format are in human readable ASCII and non XML encoding syntax. It supports administrative, logistical, financial as well as clinical messages. HL7 v3.0 provides the interoperability specification for health and medical transaction based on RIM (Reference Information Model). HL7 v3.0 message format based on XML encoding syntax and also on HDF (formal methodology) and object oriented principle. It supports only clinical data. Movement from HL7 v2 to HL7 v3 is that v3 would be model driven methodology means v3 standard support healthcare workflows through modelling; the end result maximize reuse and increase consistency in HL7 specification. Another[2] HL7 v2.7 supports all HealthCare department data for exchange between different HealthCare systems. It reduces the custom interface programming. But it is not plug and play; and not support transaction processing feature. Table1.Difference between HL7 v2.x and HL7 v3.0 HL7 RIM[3] (Reference Information Model): The HL7 Reference Information Model provides the structural information of HL7 in the form of information classes. HL7 RIM is an object oriented model to make compatible the HL7 specification interoperability to all domains. It is important part of the HL7 v3.0 development model. It increases precision and reducing implementation costs. HL7 RIM is based on UML (Unified Modelling Language). Reference information model has five components: Subject Area (major part of am model), class (about which information is collected), Relationship (relation between classes), attribute (information about class), and data type (specification of the format of an attribute). RIM has six main important classes: Act- It represents actions that are executed by entity. Entity: These are the physical things that take part in health care. Role: Role that entity plays as they participate in health care Participation: It represent context for an act such as who perform, for whom and where. ActRelationship: It represents the relationship between actions. RoleLink: It represents the relationship between roles. 2. Related Work: Electronic health record system based on health level seven, and HL7 used to provide the communication between different HealthCare systems, most of the research studies show perplexing which is further discussed in this paper review. Tung Tran, Hwa-Sun Kim[[1]] studied the research on,â⬠A Development of HL7 Middleware for Medical Device Communicationâ⬠to developed HL7 compliant middleware. Researcher used HL7 as a middleware to facilitate data transfer to information system in hospitals. Middleware has capability of receiving data from monitoring device and converting into HL7 data type format. It receive raw data from medical devices and convert to HL7 data and passed to HIS based on HL7 interface engine. Li-Fan Ko, Jen-Chiun Lin, Chi-Huang Chen, Jie-Sheng Chang, Faipei Lai[[2]] concluded the research on,â⬠HL7 Middleware Framework for Healthcare Information System. Researchers introduce HL7 and web services standard into framework which is basically Service Oriented Architecture (SOA). HL7 directly transmitted data over transport layer protocol TCP/IP: for small application HL7 message over TCP are simple and easy to implement; for larger application, system become complex and attacker increases. This research solved that problem by introducing web services which provide interoperation between software systems. Jennifer Munnelly[[3]] in his research study on, HL7 Healthcare Information Management Using Aspect-Oriented Programming focused the modification in application department without the requirement modification into complete structure by using HL7.Researcher suggested introduce HL7 functionality into exiting application without any modification through AOP. Wooshik Kim[[4]] studied the research on, Integration of IEEE 1451 and HL7 Exchanging Information for Patientsââ¬â¢ Sensor Data showed the IEEE 1451 concerned with smart transducer and having plug ââ¬âplay capabilities. Patients wear sensors that measure the patientââ¬â¢s status in real time and transmitted these data to remote sites such as hospital. HL7 accepted this kind of data and interpreted with various online sensor data. Pasquale De Meo[[5]] studied on, Integration of the HL7 Standard in a Multiagent System to Support Personalized Access to e-Health Services. In this paper, he presented a system which has multi agents to maintain patients in seek of health related services in e-health care by using various algorithms PPB, DS-PPB, AB. This proposed system increases the quality service and effectiveness. Maqbool Hussain[[6]] concluded his research on, Healthcare Applications Interoperability through Implementation of HL7 Web Service Basic Profile studied all phases of web service component that implement HL7 Web Service Basic Profile. It is branch of the transportation subsystem progressed at NUST School of Electrical Engineering and Computer Science, Pakistan. Naeem Khalid Janjua[[7]] in research study presented work on, Digital Health Care Ecosystem: SOA Compliant HL7 based Health Care Information Interchange and proposed Service Oriented Architecture (SOA) based HL7 system design for patient information and showed the translation from HL7 V2 to V3 and mapping between database and user query. Sara Gaion[[8]] researched on, Design of a Domain Model for Clinical Engineering within the HL7 Reference Information Model. This paper develop a DIM (Domain Information Model) by providing the HL7 RIM to clinical engineering in a particular domain. This paper represent clinical engineering information in the HL7 RIM (Reference Information Model) with the reason of developing a HL7 v3 RIM model based on DIM (Domain Information Model) dedicated to CE(Clinical Engineering) by reuse of standard healthcare information models and show the process of repairing and maintenance of device used in hospital. N.A. Mamani Macedo[[9]] studied the research on, Electronic Health Record: Comparative Analysis of HL7 and Open EHR Approaches. This paper showed the comparison between HL7 and openEHR to automatism a Patientââ¬â¢s Record in any hospital which adopted: HL7 and OpenEHR. The method includes analyzing each way, defining some criteria of evaluation, design a comparative chart. 3. Design model: The work is defined with the specification of the hospital and the relative attributes and the functional specification. It defines the role and requirement to specify the functional dependencies and its requirements. The role is defined for all the interested patients and hospitals and all interested users are connected to it along with their specified roles. The hospital is responsible for the information updating as well as to generate the query that queried by patients to obtain the information access about the patient, disease or diagnose. Complete information is defined in the form of centralized repository. Model is in the form of a query interface in which the communication to the system and different hospitals maintain the information in different way so that the mapping is required between the query set and the hospitals. To establish this mapping, the structural constructs for the system are defined so that the functional based information transition will be take place. Steps in implementation model First step is role identification and analysis: Users in this system are patients and hospitals(health organization). Role is defined for all the interested users ,patients and hospitals and they are coonnected to it along with their hospitals. Second step is role specific query generation: Hospitals is reasponsible for the information updating as wel as to generate the query that queried by patients to obtain the information access about the patient,disease and diagnose. Third step is query filteration and mapping done by RIM model: Complete information is defined in the form of centralized dataset.Model in the form of query interface in which the communication to the system and diff hospitals maintain the information in diff way. So that mapping is required between query set and hospitals. Last step query result are extraced. 4. Conclusion: In changing the structure of HL7 and increasing the reusability over existing HL7 RIM model by reuse the RIM model archetypes. HL7 standard facilitate to exchange and sharing the healthcare information among different hospitals or in between different healthcare systems. We concluded that we extract the existing HL7 RIM model and improve the reusability over existing model by reusing the classes of RIM model and implement the user interface to accept request from different users and process the role base Queries. Classroom Management and Discipline Nowadays, lot of teachers in our country are facing problem in managing their classrooms in schools. Ã Perhaps the single most important aspect of teaching is classroom management. The students are described to be different and some of them tend to act superior to the school management system, even to the teachers. They show less respect to the teachers, refuse to get involve in the learning sessions and even misbehaving in the schools. In order to make sure the learning environment go well, the teachers have to come up with certain guidelines in managing their classrooms. Classroom management is a term used by teachers to describe the process of ensuring that classroom lessons run smoothly despite disruptive behavior by students. The term also implies for the prevention of disruptive behavior. It is possibly the most difficult aspect of teaching for many teachers, indeed for some who experiencing these kind of problems already leave the teaching profession altogether. This problem is not only faced by our local teaches but it is believed to be happening world wide. In the year of 1981, the US National Educational Association reported that 36% of teachers said they would probably not go into teaching if they had to decide again. A major reason was negative student attitudes and discipline.(Wolfgang and Glickman). According to Moskowitz Hayman (1976), once a teacher loses control of their classroom, it becomes increasingly more difficult for them to regain that control. Also, a research from Berliner (1988) and Brophy Good (1986) shows that the time that teacher has to take to correct misbehavior caused by poor classroom management skills results in a lower rate of academic engagement in the classroom. From the students perspective, effective classroom management involves clear communication of behavioral and academic expectations, as well as a cooperative learning environment (Allen 1986). Classroom management is related to issues of motivation, discipline and respect. Many teachers establish rules and procedures at the beginning of the school year in order to control the students. According to Gootman (2008), rules give students concrete direction to ensure that our expectation becomes a reality. They also try to be consistent in enforcing these rules and procedures. Many would also argue for positive consequences when rules are followed, and negative consequences when rules are broken. Sometimes, this application is working in order to manage the classroom effectively but at the same time, failure also happens. Classroom Management and Discipline Classroom management is the reflection of the learning environment of a group of individuals within a classroom setting. A teachers classroom-management system communicates information about the teachers beliefs on content and the learning process. It also represents the kinds of instruction that will take place in a particular classroom. A classroom in which the teacher is completely responsible to guide the students actions by encouraging ands teaching them to be responsible for their own behaviors. The nature of classroom management and classroom instruction is especially easy to be seen and understood from a student perspective. Students have at least two cognitive demands on them at all times: academic task demands which is understanding and working with conten and also social task demands by interacting with others concerning that content. This means that students must try to understand the content and find appropriate and effective ways to participate in order to demonstrate t hat understanding to the teacher and the whole class. The teacher must facilitate the learning of these academic and social tasks. Therefore, the students perspective on the need to be successful, management and instruction cannot be separated. A teacher needs to cater all actions in order to create, implement, and maintain a learning environment within the classroom. Everything a teacher does has implications for classroom management, including creating the setting, decorating the room, arranging the chairs, speaking to children and handling their responses, putting routines in place, developing rules, and communicating those rules to the students. These are all aspects of classroom management: Creating a Learning Environment Creating and implementing a learning environment means careful planning for the start of the school year. The learning environment must be supervised in both physical space and cognitive space. The physical space of the classroom is managed as the teacher prepares the classroom for the students. These questions should be entertained by the teachers Is the space warm and inviting? Does the room arrangement match the teachers philosophy of learning? Do the students have access to necessary materials? Are the distracting features of a room eliminated?. It helps a lot.Teachers must also consider the cognitive space necessary for a learning environment. Effective teachers create and implement classroom management practices that cultivate effective classroom environment for their students. Setting Expectations The establishment of the teachers expectations should be expressed through rules and procedures. Rules indicate the expectations for behavior in the classroom, and procedures have to do with how things get done. Rules can be developed with the students helps in the classroom. The teacher must have the knowledge on which rules and procedures should be used for different environment. It is proven by certain researchers that students who demonstrates high task engagement and academic achievement implement a systematic approach toward classroom management at the beginning of the school year by the teachers. Therefore, one of the critical aspects of managing classrooms effectively, or managing classrooms in ways to enhance student learning, is setting expectations. Motivational Climate An essential part of organizing the classroom is to encourage students to do their best and to be excited about what they are learning. There are two factors that are critical in creating such a motivational climate which are value and effort. To be motivated, students must see the outcomes of the work that they are doing and the work others do. Effort ties the time, energy, and creativity a student uses to develop the the works hold. Teachers also can encourage the students by praising them verbally. It can motivates them to learn more. Maintaining a Learning Environment Classroom management also involves maintaining the learning environment through decision-making concerning students and the classroom. Maintaining a learning environment requires teachers to actively monitor their students. Active monitoring includes watching student behavior closely, correcting inappropriate behavior before its getting worse, dealing consistently with misbehavior, and attending to student learning. In terms of monitoring both student behavior and learning, effective teachers regularly survey their class or group and watch for signs of student confusion or inattention. Maintaining effective management involves keeping an eye out for when students appear to have problems in any field while learning. When Problems Occur Though effective teachers anticipate and monitor students behavior and learning, misbehavior and misunderstanding do occur. When inappropriate behavior occurs, they have to handle it promptly to keep it from continuing and spreading. Depending on the seriousness of the missbehaviors, teachers have to use different techniques to cater them. When students have problem academically, the teachers have to make sure the objectives are clearly given, precise instructions for assignments, and appropriate responds to students questions. In order to create and support a learning-centered environment, students must be very comfortable and feel that their contributions are valued. In addition, students must know how to value the contributions of others, value the diversity within the classroom, and give their best effort because they see it as the right thing to do or something that they want to do. In each classroom there will be a variety of skills, backgrounds, languages, and levels of cooperation. Teachers need to have experiences and skills to teach diverse classes, along with the administrative support in schools. There are many philosophies and styles of discipline applied by different teachers in the whole wide world. It can be hard to decide what works best for a particular teacher. What works for one teacher may not work for another. The best thing a teacher can do is to pick one that he/she think will be successful and make adjustments later if they face problems. Following are some of the most common discipline methods can be used by teachers in classroom: Assertive Discipline. It was created by Lee Canter. Canter believes that if you catch a student being good by recognizing them when they behave, they will work harder at behaving. He also believes that there should be consistent consequences of breaking the rules that are very clear. During early of the class sessions to begin, the teacher comes up with no more than five rules for the classroom. Each time a rule is broken, a consequence is given. If the misbehavior continues, the consequences get more severe every time. At the same time, students are rewarded for behaving properly. This can range from giving them verbal praises or even things such as sweets or foods. A Primer on Classroom Discipline- An article on this manual has been published by Thomas R. McDaniel. There are eleven techniques that are explained that help you achieve control. The methods are Focusing, Direct Instruction, Monitoring, Modeling, Non-Verbal Cuing, Environmental Control, Low-Profile Intervention, Assertive Discipline, Assertive I-Messages, Humanistic I-Messages, and Positive Discipline. Discipline With Dignity This controversial discipline program, created by Richard L. Curwin and Allen N. Mendler, is based on the premise that students are treated with dignity at all times. It is created to build self-esteem and encourage responsible behavior. Typically a contract is created by both the student and the teacher. The contract includes prevention, action dimension, and resolution. The teachers rules must make sense and be fair. At the same time, prevention is also done by the teachers with preplanning to eliminate possible areas of problems. Most important thing is to make sure students are aware of what is expected from them. The action consists of record keeping and classroom management. Finally the resolution component for the teachers is dealing with the continual rule breaker in the classrooms. But, teachers have to remember that discipline should not interfere with motivation and therefore, the students should be taught responsibility rather than being obedience for their own actions in the classrooms. There are some dicline with this method. It is believed that teacher is ought to protect student dignity and the fact there is no punishment. Students frequently select their own consequences rather than the teachers who decide. Teacher responses to severe discipline problems is unusual. Many believe that this should be the last resort for teachers to be used in classrooms when others have failed. Reality Therapy (RT)- This program was created by William Glasser. The emphasis of this program is to help students connect behavior with consequence. This is done with class meetings, clear rules, and contracts. This also includes Positive Approach to Discipline (PAD), which is based on Reality Therapy. Conclusion In conclusion, sometimes even teachers can actually make the problems occur in classrooms become worse, not the students. Therefore, it is important to consider some of the basic mistakes commonly made when implementing classroom behavior management strategies. For example, a common mistake made by teachers is to define the problem behavior by how it looks without considering its function. Interventions are more likely to be effective when they individually commit one of the problem behavior. Two students with similar looking misbehavior may require entirely different intervention strategies if the behaviors are serving different functions. Another common mistake is for the teacher to become deeply frustrated and feeling negative when an approach is not working towards the students. The teacher may raise his or her voice or increase the level of punishment in an effort to make the approach work. This type of interaction may impair the teacher-student relationship. Instead of allowing this to happen, it is often better to simply try a new approach. To avoid this, teachers should have an effective communication with the students. Communication is the key point here and with good approach and mentality, the students problem behaviors can be catered. By times, the classroom environment can be improved all together, for both teachers and students.

According to a 1989 ââ¬Å"Seventeenâ⬠survey, Satanism is believing that Judeo-Christian religions suppress manââ¬â¢s natural urge to seek out pleasure. Followers follow the devil and turn toward evil for pleasure. Teenagers are affected greatly by Satanism. There are many methods used to lure young people into joining satanic groups. The first initial approach is inviting a young person to a meeting on a certain topic, appealing to the their curiosity. The goal of this is to psychologically manipulate the teen during the meeting. Another approach is to have a party which offers alcohol or drugs with the same goal as the meeting. This method seems to promise the unrestricted fulfillments and desires. Blackmail and the promising of supernatural powers could also be used to lure teens into Satanism. Every group uses a different method, but most of them seem to work. There are several factors that put teenagers at risk for Satanism. These include low self-esteem, alienation from peer groups, and curiosity about sex and drugs. Some people even think that poor parenting at an early age can cause the child as a teen to become involved in Satanism. The first problem is emotional withdrawal from parents. The second reason is being exposed to violence or being the victim of a violent act. Since Satanism uses forms of violence, such teenagers do not find it repulsive . The third parent-child interaction that involves risk is the parents demanding strict religious observance while not following the rules themselves. Here are some of the questions that teens can ask themselves to see if they are becoming involed in Satanism. The more that are answered yes the more that teen is at risk. 1. My parents often ignore me. 2. I want to experiment with drugs, but I am afraid of being caught. 3. I was physically or sexually abused as a child. 4. I have been robbed or beaten up. 5. It is not unusual to see violence in my neighborhood. 6. My parents make me go to church. 7. Adults so not seem to understand my taste in music. 8. My parents have given me too many rules. 9. I donââ¬â¢t feel good enough about myself to ask a special boy/girl on a date. 10. I enjoy playing Dungeons and Dragons or similar board games.

"Pygmalion" by Bernard Shaw The word 'benefit' is defined as; 'a favourable or helpful factor or circumstance'. Many benefits are not immediately recognised, as they can be the result of something bad. In the play 'Pygmalion', by Bernard Shaw, Liza gains many benefits, but also disadvantages from her relationship with Higgins. Looking at benefits, she receives some beautiful clothes; 'I'm to have fashionable clothes' (p. 63), a good place to stay and financial ease. She meets other friends such as Freddy; 'I'll marry Freddy, I will' (p. 131), and she has permanent companions. However, though she has learned good speech with Higgins, she has not learnt manners, and is treated almost like an animal. She is unhappy for a while, and is used by Higgins greatly. But was it worth it for Eliza to have spent any time with Higgins? Do the benefits outweigh the disadvantages? Throughout her time with Higgins, Eliza immediately became financially viable. She has all the clothes she could ever need, and has her jewellery hired for her. She is always supplied with ten pounds; 'the Colonel thinks you should never go out without ten pounds' (p. 110). This enables her to get taxis when she likes, and to do things without worrying that she hasn't enough money. Her association with Higgins also provided Eliza with a place to stay. She could stay at Higgins home for however long she wanted; 'Eliza, you are to live here' (p. 45). She also, of course, receives lessons on how to speak like a lady, although she does pay for those; 'I won't give more than a shilling' (p. 39). She learns pronunciation, and grammar, and of course is being taught by one of the best English linguists around at that time. Thirdly, Eliza gains co... ...e case financially, but good friends and a better husband than Freddy may have been the result of staying on the streets 'soylin' voylets'. We can see that Higgins impression on Eliza has changed; in Act One being 'you squashed cabbage leaf' (p. 27) through to Act Five 'I can't turn off your soul' (p. 127). He considers her more of a human being by this time, and this may have proved to her benefit in later life. Eliza, however, realises the strange equality between herself and Higgins, beginning in Act One 'I've a right to be here, same as you' (p. 27) through Act Five 'I have been brought up like him using bad language' (p. 121). This may suggest that Eliza proved almost as much of a benefit to Higgins as he did to her. In my opinion, this relationship benefited both characters, and without this occurrence, their lives would not have been so fulfilled.

Political Science Critique Essay
Why is it to be changed? For as a citizen of the Philippines experiencing simple life can see this problem in our country. It is said in the sections that ââ¬Å"official language is the prescribed medium of communication in the government, courts and schools. It may not be the national languageâ⬠. Including with this, the official language of the Philippines are Filipino and English. And that is the error of this part of the 1987 Philippine Constitution. We should not include ENGLISH as an official language of our country. First, is it implication that Americans are still in our culture especially in our Constitution. Second, we must have only one official language for us Filipinos will not be confused. It is acceptable that if we will use ENGLISH language in the school because it is a place of learning. But in the government and courts we should not use ENGLISH language. By this act we insult other FILIPINOS. Why? Let us accept the fact that some of the FILIPINOS are trying hard understanding or speaking in ENGLISH and some of the FILIPINOS are what we call ââ¬Å"mangmangâ⬠. How can the ââ¬Å"maralitang mga-tiga lungsodâ⬠understand these things? We should consider their or should I say our capabilities. For some instance, In having a hearing in the congress by speaking in ENGLISH we think that the whole Philippines got it? NO!, considering that some of the topics are not understandable because we canââ¬â¢t relate because they use such highfaluting words. It is said that Filipinos are the master of the country but how can that be if they canââ¬â¢t understand what weââ¬â¢re trying to implement in their land also how can we get their opinions if they canââ¬â¢t understand it. Second instance, In having trials, mostly fair and poor persons are always convicted due to poverty. If I am in their situation having a trial that I canââ¬â¢t understand, It is a big insult. To sum this up, In Philippines we should consider first our own before anything else. And solving problems should start in little problems like these because we can fixed thing starting in little not in big ones. And some little things like these is the mode and kind of communication in our country. NEW PROVISION: The national and official language of the Philippines is Filipino. As it evolves, it shall be further developed and enriched on the basis of existingà Philippine and other languages. Filipino and English languages as a medium of official communication of instruction in educational system but In Government and Courts the medium of communication shall be our national language.

Assess British American Relations in the 1840's The 1840's was a period of American expansion and diplomacy. Throughout these years, tensions grew in British-American relations. By this time, The United States had extended its power and territories throughout the world, and the British Empire had problems in its government. Throughout the 1840's, the two countries disputed over many things. The main things the British and Americans disagreed over in the 1840's were borders and ownership of territory. However, the resolution of these disagreements was the greatest achievement of this period. The issues included the Creole affair in 1841, the Caroline Incident of 1837, and the Oregon territory dispute. These major disputes could have started a third war between the two nations. Because of the Manifest Destiny mentality of the Americans, they thought that all territory to the west belonged to, or would belong to the US. Supporters of the Manifest Destiny argued that more Western land wa s needed to provide space for the new Americans created by a high birth rate and increased immigration.They pointed out that land governed by Mexico and Britain was sparsely populated and mostly unproductive. The supporters argued that the land should be given to American settlers who can put it to better use. British and American relations improved however by the Webster-Ashburton Treaty of 1842. By the 1840's, commerce between the US and Britain improved compared to prior decades. Some disagreements between merchants of the two nations still ensued. One major argument was the Creole Affair.In the early 1840's, the British were interested in fighting the slave trade. They were against the importation of African slaves into the Americas. In 1841, on the American ship Creole, over 130 enslaved Africans overpowered the crew, murdering one man, while sailing from Virginia to New Orleans. 2 Led by Madison Washington, the slaves sailed the vessel to Nassau, Bahamas, where the British dec lared them free. 3 Americans argued that the property of US slave owners should be protected in foreign ports.US-British relations grew tense from this incident, which was similar to how the war of 1812 was started. The Caroline was an American steamship that had been aiding rebels in Canada. Canadian militia, on orders of the British, seized the Caroline in American waters in 1837. They set the ship on fire, and sent it hurling over Niagara Falls. 4 These actions strained US relations with Great Britain, almost to the point of war, yet again. In 1840, a Canadian man was arrested for allegedly having a role in the attack. The British stated that his execution would mean war.The US decided to release the Canadian prisoner and tensions temporarily subsided. In the 1830's, the American and Canadian boundary was still not settled. It included both Maine and especially the Oregon territory, which is now present day Southern British Columbia and the American Pacific Northwest. Most of the American Canadian border issue was settled after the war of 1812. The British-American Convention of 1818 set most of the border as the 49th parallel. The problem came west of the continental divide in the Oregon territory.The British wanted the area that follows the Columbia river which ran south of the 49th parallel into fur trapping areas owned by the Hudson Bay Company. 5 In 1846, after putting off an agreement for over 20 years due to negotiators being unable to reach an agreement, the Treaty of Washington was signed between the US and Britain. It set the boundary between Canada and the United States at the 49th parallel, from the Rocky Mountains to the coast. 6 The line was later extended southward through the Gulf Islands and then followed the mid-point through the Strait of Juan de Fuca, to the Pacific Ocean.Navigation through the Gulf Islands and the Strait of Juan de Fuca was to be ensured for both nations. 7 A major turning point in U. S. relations with Great Britain cam e with the signing on August 9, 1842, of the Webster-Ashburton Treaty. This treaty settled several matters between the two nations. The new British Foreign Minister, Lord Aberdeen, sent Lord Ashburton to Washington to meet with Secretary of State Daniel Webster to negotiate some boundary issues. The two were friends so negotiations went smoothly.Together, they developed a treaty that adjusted the Maine-New Brunswick boundary, which had been the cause of the Aroostook War (1838-1839). 8 The U. S. received most of the territory as well as navigational rights on the St. John River. The treaty also settled the question of the US ââ¬â Canada boundary between Lake Superior and Lake of the Woods. 9 Some movement was made toward addressing extradition concerns between the two nations. This issue became sensitive following the Caroline affair, so a formal extradition treaty was signed later.Also part of the treaty, the US agreed to station ships off the African coast in an effort to dete ct Americans engaging in the slave trade. In conclusion, the British-American relations during the 1840's teetered on the brink of a third war between the two nations. The Manifest Destiny mentality that the Americans had instilled in them played a major role in their conflicts with Britain. They were determined to expand all the way to the Pacific Ocean, and didn't allow any move by the British or any other power to shorten their border, especially in the north with the Oregon treaty.
